Job Title:       Leading/Chief specialist of the project implementation department (Senior Solar PV Engineer)

Reports to:    Head of Operations

Location:       Tashkent, Uzbekistan

Position Summary

  • The position belongs to the category of leading engineering and technical personnel.
  • Reports directly to the Head of the Project Implementation Department.
  • In their work, is guided by the applicable legislation, regulatory and technical documents, international standards, the Company's corporate policies, as well as this job description.
  • Provides methodological guidance and coordinates the work of chief specialists and engineers of the department.

Key Responsibilities

1. Strategic Management and Methodology

  • Development and implementation of corporate standards, regulations, and methodologies for the implementation of solar photovoltaic power plant (Solar PV) projects at all stages of their life cycle.
  • Determination of the project's technical strategy, selection of optimal technological and engineering solutions, taking into account LCOE (Levelized Cost of Electricity), reliability, and investment attractiveness.
  • Management of technical risks at the portfolio level, development of strategies for their mitigation and insurance.
  • Updating and improvement of the Company's internal technical policies, taking into account changes in international standards and market trends.

2. Project Implementation (Supervision and Expertise)

  • Organization, coordination, and technical support of the portfolio of Solar PV construction projects (from Pre-FEED to commissioning).
  • Supervision of the activities of chief specialists and engineers for assigned projects, ensuring consistency of technical solutions.
  • Comprehensive review and technical expertise of design, working, and as-built documentation at all stages, with the issuance of justified technical opinions.
  • Approval of technical solutions for optimization of project parameters (including the selection of inverter, module, tracker system, and transformer substation configurations).
  • Control over compliance with schedules, budgets, and efficient use of resources for supervised projects; development of corrective measures in case of critical deviations.
  • Making decisions on disputed technical issues between design organizations, EPC contractors, and suppliers.

3. Construction, Commissioning, and Acceptance

  • Strategic control of the quality of construction, installation, and electrical installation works, with selective site inspections of the most complex facilities.
  • Approval of testing programs and procedures (FAT, SAT, Commissioning, Performance Tests), participation in key testing stages.
  • Management of the acceptance process for equipment and completed construction stages; chairing acceptance committees.
  • Coordination of work to eliminate critical comments by contractors and equipment suppliers.
  • Control of the completeness and quality of as-built documentation prior to commissioning the facility for commercial operation.

4. Operations and Warranty Obligations

  • Monitoring and analysis of operational performance indicators (PR – Performance Ratio, Availability, GQC – Generation Quality Coefficient) during construction, commissioning, and the warranty period across the entire portfolio of facilities.
  • Approval of action plans to improve the generation efficiency of facilities after commissioning.
  • Strategic control over the elimination of warranty-related comments by EPC contractors and equipment suppliers (including claims management for major claims).
  • Development of recommendations for extending equipment service life and modernization based on operational monitoring data.

5. Project Management and Interaction

  • Preparation of technical reports, strategic analytical materials, and presentations for the Company's Top Management.
  • Representing the Company's interests at technical councils, meetings with investors, financial institutions, and government authorities.
  • Management of interaction with key stakeholders: design organizations, EPC contractors, equipment manufacturers, independent technical consultants (Owner's Engineer).
  • Approval of technical changes to the project (Design Change, Site Instructions, RFI, NCR) within the scope of their authority or escalation to their direct manager.
  • Participation in tender committees, technical evaluation of contractors' and suppliers' proposals, participation in contract negotiations (EPC, O&M, equipment supply).
  • Control over compliance with HSE requirements, industrial safety, and corporate standards; initiation of measures to improve the safety and production culture.

Candidate Requirements

Education

  • Higher technical education (Master's degree/Specialist degree) in the following fields: power engineering, electrical engineering, renewable energy, energy construction, energy systems.
  • A PhD / Candidate of Sciences degree or an additional MBA qualification in project management will be an advantage.

Work Experience

  • at least 5 years of overall work experience in the energy sector (power engineering, construction, design);
  • at least 3 years of practical experience in the implementation of solar photovoltaic power plant projects;
  • experience in implementing Solar PV facilities with a capacity of 1 MW or more (experience with projects of 20 MW or more will be a significant advantage);
  • experience in managing a technical team (mentoring, task allocation, and quality control of engineers' work);
  • experience interacting with international EPC contractors, independent engineers, and international financial institutions (IFIs);
  • successful commissioning of at least 3 Solar PV facilities.

Professional Knowledge and Skills (Advanced)

  • In-depth knowledge of the principles of design, construction, and operation of solar power plants (including ground-mounted and rooftop solutions, tracking systems);
  • Expert-level knowledge of Solar PV components (various types of modules, central and string inverters, packaged transformer substations, auxiliary power systems, and SCADA);
  • Knowledge of international IEC standards (especially IEC 62446, 61724, 62109, 61215) and their application in project practice;
  • Understanding of the operation of relay protection and automation systems (RPA), commercial electricity metering, power evacuation schemes, and grid connection;
  • Proficiency in generation modeling tools: PVsyst (expert level);
  • Proficiency in software products: AutoCAD (advanced level), MS Project or Primavera P6;
  • In-depth knowledge of contract conditions (FIDIC, EPC, O&M, Supply Agreements);
  • Skills in budget management, forecasting, change management, and claims management.

Will Be an Advantage:

  • Experience working with equipment from leading manufacturers: Huawei, Sungrow, SMA, Trina Solar, LONGi, JinkoSolar, Nextracker, etc.;
  • Experience participating in projects implemented with financing from international financial institutions (EBRD, IFC, ADB, World Bank);
  • PMP (Project Management Professional) or IPMA certification;
  • Experience applying digital tools and BIM technologies in construction;
  • English language – Upper-Intermediate or higher (working language for correspondence and technical documentation with foreign partners).

Key Performance Indicators (KPIs) (Recommended)

  • Share of projects commissioned on time and within budget (deviation not exceeding 5%).
  • Achievement of planned Performance Ratio (PR) indicators during warranty testing.
  • Absence of critical warranty incidents during the first year of operation.
  • Quality and timeliness of technical expert opinions (absence of errors leading to redesign/additional costs).
  • Successful completion of technical audits conducted by independent consultants and financial institutions.

Rights and Responsibilities

The Leading/Chief has the right to:

Request from any departments and contractors the information necessary to perform their functions.

Issue instructions that are mandatory for chief specialists and engineers within the scope of their functional responsibilities.

Suspend work (with notification to management) upon identifying critical violations that threaten the safety or quality of the facility.

Represent the Company in relations with regulatory authorities and contractors on technical matters.

The Leading/Chief Specialist is responsible for:

The accuracy and justification of technical decisions made.

The deadlines and quality of tasks assigned to the department within the scope of their competence.

Maintaining the confidentiality of information constituting commercial and technical secrets.
