Reports to: Head of Operations
Location: Tashkent, Uzbekistan
Position Summary
The Head of Engineering Management Department is responsible for the development and implementation of the Company's engineering policy, provision of technical expertise, and engineering support for projects in the field of renewable energy.
The main objective of the position is to ensure the quality of engineering solutions and their compliance with the legislation of the Republic of Uzbekistan, international standards, investor requirements, and the Company's corporate technical standards at all stages of projects.
The Head of the Department is the Company's chief technical expert and provides engineering support to the Business Development, Project Delivery, and Operations & Maintenance departments.
Key Responsibilities
1. Management of the Engineering Department
- Lead the activities of the Engineering Management Department, organize the work of employees, distribute responsibilities, and control the quality of task execution.
- Develop work plans for the department and ensure their timely implementation.
- Develop the professional competencies of department employees.
- Ensure effective interaction between the department and other divisions of the Company.
2. Engineering Preparation of Projects
Organize the engineering preparation of projects, including:
- development of technical concepts;
- determination of the main technical parameters of projects;
- preparation of technical assignments;
- preparation of technical requirements for design;
- participation in the selection of optimal technical solutions;
- participation in the technical assessment of new investment projects.
3. Design Management
Ensure engineering support of the design process through:
- organization of the development of design and working documentation (if necessary);
- verification of design solutions for compliance with the Company's technical requirements;
- review and approval of design documentation;
- review of technical changes;
- coordination of interaction with contractors regarding the development of documentation.
4. Technical Expertise
Organize engineering expertise of:
- design documentation;
- engineering calculations;
- electrical diagrams;
- equipment selection;
- technical specifications;
- design changes.
Ensure compliance of engineering solutions with the requirements of:
- legislation of the Republic of Uzbekistan;
- KMK and SHNK;
- IEC;
- IEEE;
- ISO;
- Grid Code;
- requirements of lenders and investors.
5. Development of Engineering Standards
Organize the development and updating of:
- corporate engineering standards;
- technical requirements;
- standard technical solutions;
- technical equipment specifications;
- engineering documentation templates.
- ensure a unified engineering approach in the implementation of the Company's projects.
6. Optimization of Engineering Solutions
Organize activities aimed at optimizing projects, including:
- reduction of capital expenditures;
- reduction of operating costs;
- improvement of facility reliability;
- improvement of operational efficiency;
- reduction of technical risks.
- prepare proposals for improving engineering solutions.
7. Engineering Support for Project Implementation
Provide technical support to the Project Delivery Department through:
- review of engineering requests;
- review of contractor requests;
- approval of technical changes;
- participation in the review of equipment substitutions;
- participation in technical meetings;
- participation in equipment acceptance;
- participation in FAT and SAT (if necessary);
- verification of as-built documentation.
8. Engineering Support for Operations
Provide technical support to the Operations & Maintenance Department through:
- analysis of equipment failures;
- preparation of engineering recommendations;
- analysis of operational performance;
- participation in the investigation of technical incidents;
- development of measures to improve facility reliability;
- preparation of proposals for equipment modernization.
9. Technology Development
Organize the analysis of modern technologies and equipment in the following areas:
- solar energy;
- Battery Energy Storage Systems (BESS);
- electric vehicle charging infrastructure (EVCS);
- small-scale hydropower;
- digital monitoring systems;
- automation;
- smart energy systems.
- prepare proposals for the implementation of new technical solutions.
10. Stakeholder Engagement
Represent the Company in interactions with:
- design organizations;
- technical consultants;
- EPC contractors;
- equipment suppliers;
- investors;
- banks;
- government authorities;
- electricity grid operators.
Candidate Requirements
Education
Higher technical education (Bachelor's or Master's degree) in one of the following fields:
- power engineering;
- electrical engineering;
- renewable energy;
- industrial engineering;
- construction of energy facilities;
- automation;
- other engineering specialties.
A Master's degree is an advantage.
Work Experience
- at least 10 years of experience in engineering of energy facilities, particularly in the field of renewable energy sources;
- at least 5 years of experience managing an engineering department;
- experience in the implementation of solar power plants, BESS, substations, or other energy facilities;
- experience working with international EPC contractors, engineering consultants, and equipment suppliers;
- experience participating in projects financed by international financial institutions will be an advantage.

- Microsoft Office.
