JV LLC “Yashil Energiya” kindly requests that you consider submitting a commercial proposal for the operation, maintenance and routine repair of solar photovoltaic power plants (O&M) in accordance with the attached Terms of Reference.
The procurement covers 14 regional lots the Republic of Karakalpakstan; Andijan, Bukhara, Jizzakh, Kashkadarya, Navoi, Namangan, Samarkand, Surkhandarya, Syrdarya, Tashkent, Fergana and Khorezm regions; and Tashkent city. The list of sites, their locations, number and installed capacity for each lot are specified in the site register under Annex 1 to the Terms of Reference.
Bidders may submit proposals for one or more lots, provided they have sufficient resources to fulfil their obligations independently under each lot. A separate commercial proposal must be prepared for each selected lot for a period of 12 months, using the form provided in Annex 5 to the Terms of Reference.
The basic scope of services includes scheduled maintenance, cleaning of photovoltaic modules, diagnostics, corrective and emergency maintenance, routine repairs and reporting. The scope and frequency of work are defined in Sections 4–6 and Annex 2; response and restoration times are specified in Section 8 and Annex 3; and personnel and resource requirements are set out in Section 9 of the Terms of Reference. Additional services shall be performed under a separate written instruction from the Client, following the procedure specified in Section 12.
When preparing your proposal, please take into account the commercial model and payment arrangements specified in Sections 15 and 17, as well as Annexes 4 and 9 to the Terms of Reference.
Please indicate the total annual price for each selected lot, rates for scheduled work and additional services, currency and applicable taxes, proposed payment timelines, advance payment terms if required, mobilisation period and proposal validity period. The price must include all costs necessary to deliver the relevant scope of services.
Please submit, together with your proposal, the documents and information required under Section 18 of the Terms of Reference, confirming your qualifications and ability to arrange services for the sites within the selected lots.
Please submit your commercial proposal by 1800 Tashkent time on 6 November 2026.
